Latest change: The program was reworked into a two-part assistance model with updated eligibility, timelines, and a new application form and portal.
Program restructured with new application rules
The program was reorganized into two components: a $5,000 lump-sum startup subsidy and assistance based on financial losses of up to $40,000 per fiscal year, with accelerated payment now available at 100% for complete applications and 40% for incomplete ones. Eligibility and scope were tightened and clarified: the new page refers to areas on the island of Montréal affected by major construction projects, reduces the project threshold to at least 3 months, adds an ineligible-business list including REIN-listed businesses, and sets the application window at up to 24 months after the construction period; applications received before May 20, 2026 are processed under the earlier rules. The application process also changed, with a new grant application guide, revised document instructions, and a new Microsoft Forms submission portal that must be completed in a single session and cannot be saved.
